Job Title and Job Description: EXECUTIVE DIRECTOR.
The Executive Director will report to the ARRF Board of Directors and will be expected to preside over the activities of the Forum as it enters an unprecedented phase of expansion in collaboration with a number of development partners. He/ She will be responsible for the day-to-day operations of the Forum.
Duties and Responsibilities
- Hold overall responsibility for the day-to-day running of the Forum, assisted by key program, Finance and Administrative staff.
- Formulate a research programme with emphasis on the stimulation of new research designed to address the major policy issues being confronted by Governments, donor and other Stakeholders in Eastern Africa.
- Undertake research in areas of his/her expertise and provide professional leadership.
- Co-ordinate and supervise the work of the other senior and junior research and support staff at the organization.
- Organize workshops/seminars to disseminate the Forum’s research findings.
- Ensure the production of acceptable reports for clients, plus materials for internal and external professional publications.
- Develop and maintain close relationships with associated regional and national research and development organizations.
- Establish effective internal network and linkages with overseas research institutions.
- Explore opportunities for appropriate professional development of technical staff with a view of strengthening the Forum’s capacity for research and policy analysis.
- Ensure effective participation by the Forum in policy dialogue at policy working group meetings, conferences, workshops and seminars.
- Report to the Board of Directors as and when required.
- Market the Forum and solicit funds from various donors.
- Serve as Ex-officio member and secretary to the ARRF Board of Directors.
Qualifications
- At least a Masters degree in any of the following disciplines: economics, public policy, development studies, political science and governance, with a strong policy research orientation.
- At least five years demonstrated experience in leading, supervising and managing a group of research officers or analysing the development and implementation of complex research based inquiries and/or projects.
- Applicants must have demonstrated capabilities to effectively coordinate research and publications with different governments as well as policy institutions, civil society, development partners and the private sector in the regional member countries.
Terms of Service
This is a 2 year contract position.
